“Why it is disastrous for men to marry a woman older than them” – Reno Omokri reveals

 Former presidential aide, Reno Omokri has revealed why it is unwise for men who want a monogamous marriage to marry a woman older than them.

Taking to the micro-blogging platform X, Reno argued that men maintain their sexual libido well into their 80s and even 90s, whereas women tend to lose their sex drive after menopause.

According to him, if a woman is older than her husband and loses her libido, it may lead the man to cheat with a younger woman.

 

He added that it is preferrable for men to marry a woman who is way younger than them, instead of their agemate or an older woman

The controversial social media commentator wrote,

“If you are a man with a healthy libido, it is risky to marry a woman who is of the same age as you. It is also risky, but less so, to marry a woman who is just a few years younger than you. However, IF you plan on a monogamous marriage, then it will be disastrous to marry a lady who is older than you. If you both agree that you can be polygamous, then it is not a problem. You say you are in love? Listen, love cannot control your libido. You, as a man will retain your libido into your eighties and possibly nineties if God spares your life. But women do not retain theirs that
long. I do not think it is fair. But gender libido imbalance is a fact of life. So, if you marry a woman who is your age mate or older than you, and she loses her libido after menopause, but you retain yours, what are you going to do? Start disturbing Unilag girls? That is why there should be a healthy age gap between husband and wife for a viable marriage.”

Big Brother Naija All Stars housemate, Ike Onyema has resolved not to allow his former romantic partner, Mercy Eke, to manipulate him a second time

Reccall Ike and Mercy were in a ship in the house during the season 4 ‘Pepper Dem’ edition of the show in 2019.
Their relationship, however, crashed in 2020.

Back as housemates in the All-stars season, the duo had disagreement on Friday over a portion of pizza.

Ike while in a chat with Kiddwaya and other housemates on Saturday, narrated how he felt played by Mercy who won the show during their season in 2019.

On not wanting history repeating itself, he said: “Mercy feels I owe her something but I won’t buy it, she’s very smart and all her moves is calculated.”

NIGERIA, ECOWAS AND THE NIGER CRISIS

Nigeria should exercise caution in the current standoff in Niger, writes Chekwube Nzomiwu

Nigeria is at the moment under pressure from the United States and the United Nations to intervene in the political crisis in the Republic of Niger, where some soldiers from the Presidential Guard deposed President Mohamed Bazoum on July 26. Both the US Vice President, Kamala Harris and UN Secretary General, Antonio Guterres, have expressed support for Nigeria’s efforts toward the restoration of constitutional order in Niger. Harris and Guterres stated their position in separate telephone conversations with the Nigerian President, Bola Ahmed Tinubu.

As soon as the news of the coup in Niger broke, Tinubu who is the Chairman of the Economic Community of West African States (ECOWAS), outrightly rejected the threat to democracy in that country. He further dispatched a strong delegation led by the youthful and agile President of Republic of Benin, Patrice Talon to talk with all the parties involved in the Niger crisis with a view to restoring constitutional order in the troubled West African country.

Prior to the military coup in Niger, Tinubu had in his inaugural speech as ECOWAS Chairman, warned that coups will no longer be tolerated in the West African sub-region. Both the European Union (EU) and African Union (AU) condemned the mutiny in Niger. The AU issued 15-day ultimatum to the mutinous soldiers to return to the barracks and restore constitutional authority in the country.

In a swift reaction, the coup plotters warned against any foreign interference in their country, saying that they decided to put an end to the regime of President Bazoum, owing to the country’s deteriorating security situation and bad governance. The new military junta closed down the country’s borders, imposed nationwide curfew and suspended all institutions of the republic. For now, the whole world is carefully watching Nigeria, hoping that she will end the debacle in Niger, one way or the other.

In the past, Nigeria lived up to expectation in other troubled West African countries, the last example being The Gambia where in collaboration with forces from sister West African nations, Nigerian forces under President Muhammadu Buhari as Commander-in-Chief, superintended over the removal of brutal dictator, Yahya Jammeh in 2017. Jammeh was replaced by Aadama Baaro, the rightful winner of the 2017 presidential election in Gambia. The country has enjoyed relative peace ever since.     

However, that Nigeria intervened successfully in Gambia is not a guarantee that things will go the same way in Niger. Gambia is a very small country of 11, 300 square kilometers, with a population of about 2.6 million people. Niger covers over 1.26 million square kilometers.  Although it has a thin population of about 22 million people, it is larger than Nigeria in size. On the other hand, Nigeria’s population is 10 times larger than that of Niger.

Nonetheless, both countries have one thing in common. They epitomise “the paradox of poverty in the midst of plenty.” Although the two next-door neighbours are blessed with abundant natural resources, they have very high poverty rate. While in Nigeria, 133 million people are multidimensionally poor according to the National Bureau of Statistics (NBS), 10 million people in Niger, representing nearly half of the 22 million population, are poor. Besides, the Sahel Region of Africa where Niger is located has a history of all kinds of calamities including armed conflicts and droughts.

For this reason, one thinks Nigeria should exercise caution in intervening in the current standoff in Niger, regardless of international pressure. Acting on the contrary may be both suicidal and very costly, especially for the Nigerian side.     

In intervening in Niger, President Tinubu should be mindful of the fact that he is dealing with a sovereign country, just like Nigeria, the United States and every other country. Niger gained independence from France on August 3, 1960, almost two months earlier than October 1, 1960 when Nigeria gained independence from Britain. Hence, any action that Nigeria and by extension, ECOWAS or anybody else should take in Niger must respect the sovereignty of that country and should be geared toward resolving the conflict in that country in the interest of everybody.

Considering the proximity of Niger to Nigeria, the escalation of the conflict in the former could be detrimental to the latter. Unlike Gambia, which is very far-away from Nigeria, the Niger-Nigeria border is about 1,608 kilometres. Seven states in Northern Nigeria share land borders with Niger Republic. They are Borno, Jigawa, Katsina, Kebbi, Sokoto, Yobe and Zamfara States. Most of the communities bordering Nigeria and Niger are tormented by all kinds of deadly terrorist groups. An outbreak of hostilities between both countries may be very catastrophic, especially for Nigeria.

With the Nigerian military almost overwhelmed by internal security operations, inviting external aggression will amount to Nigeria committing hara-kiri. With a total debt hovering around N46.25 trillion, according to the Debt Management Office (DMO), how and where will Nigeria get the money to fund a war at this time?

Besides, there is the possibility of a conflict between the two West African neighbours snowballing into a regional or global conflict. Unlike Nigeria which has fought only one civil war since independence (excluding peace keeping operations), Niger is a veteran of many armed conflicts. Niger was among the African countries that participated in the Gulf War between 1990 and 1991 during the Operation Desert Shield, which was an armed campaign waged by 39-country coalition against Iraq over its invasion of Kuwait. Other African members of the US- led coalition were Egypt and Morocco. The coalition drove the Iraqi Army out of Kuwait.

Niger also found itself in the theatre of some domestic conflicts, such as the Taureg Rebellion in Mali and Boko Haram insurgency in Nigeria. Both conflicts spilled into Niger from the countries where they were nursed. Presently, French troops who withdrew from Mali in August 2022 after the military coup in that country, have found new home in Niger. The military juntas in Mali and Burkina Faso, two other French speaking West African countries have thrown their weight behind their counterpart in Niger.

Before gaining Independence from France in 1960, Niger was among the 11 members of the Franco-African Community. They all got Independence in the same year (1960) alongside Cameroun and Togo, two trust territories administered under the UN mandate. Niger has a revolutionary history dating back to the days of the Sawaba Movement, which had links with China in the 1960s. The movement drew large membership from Hausa speaking areas of the country. The attempt to eliminate President Hamani Diori in 1965 was linked to dissidents trained in China.  Also, Libyan leader, Col. Mammar Gaddafi (now deceased) supported opposition elements in Niger during his time.

I will at this juncture advise President Tinubu not to allow any country, no matter how highly rated, to push Nigeria into any form of confrontation with Niger. I expect him to adopt a conciliatory approach in handling the delicate situation in Niger. The war in Sudan is still raging. No part of Africa should be another battleground for the fact that US is afraid of the new military junta in Niger, favouring cooperation with Russia like its counterparts in Mali and Guiinea.

Every country has the capacity to reconcile its internal contradictions. We are battling with our own contradictions in Nigeria. Even the US has its own contradictions, giving rise to the growing spate of mass shootings in the country. Is it not an irony that the US Vice President, Kamala Harris is today beckoning on President Tinubu to defend democracy in Niger, whilst she shunned Nigeria during her first official tour of Africa in April this year? During her three-leg tour to Africa, she visited the heads of states of Ghana, Zambia and Tanzania.

Why should US use different playbooks in dealing with dictators? Back in the days of the Cold War, US supported ruthless repressive regimes in South Korea, Taiwan, Zaire and Egypt. Before the Islamic Revolution in 1979, Iran was an ally of US. Post-Cold War, it has not changed its incoherent policy toward dictators. Saudi Arabia is a repressive regime. Yet, it is an ally of the US. In Africa, the US still supports and partners with Equitorial Guinea, a country ruled by one of the longest serving dictators, Teodoro Obiang Nguema Mbasogo. In the name of American pragmatism, it varies its playbook in dealing with dictators.

In conclusion, President Tinubu should tread carefully in dealing with the situation in Niger. It is not only military coups that give rise to dictatorships. Even here in Africa, Nigeria inclusive, we have seen elected “democratic” regimes that ended up being as dictatorial as the military regimes. In recent times, we have seen civilian coups in form of democratic elections in Africa. Hence, dialogue is the way out of the crisis in Niger and not war rhetoric.

Good Samaritan provides mattress for single father who sleeps on bare floor with his kids

A single father has been supported by a Good Samaritan who took pity on him after learning of his family’s poor living condition.



The man and his four children have been sleeping on the bare floor in their house for years due to his inability to afford a mattress.

His story was shared by a social media group and it attracted some sympathy from members of the public.


After they received the bed, the good Samaritan shared before vs after photos of the man with his kids and said he slept peacefully knowing that the household would no longer lie on the bare floor.


He said; “I slept so well last night knowing that this beautiful family is no longer sleeping on the floor. It can only be God”.

CBN CASH WITHDRAWAL POLICY TO ALL NIGERIANS

The central bank had placed a cap on cash withdrawals under the new dispensation, restricting the maximum cash withdrawal over the counter (OTC) by individuals and corporate organisations per week to N100,000 and N500,000 respectively.


The bank, in a letter dated December 6, 2022, which was addressed to all Deposit Money Banks, and Other Financial Institutions, Payment Service Bank (PSBs), Primary Mortgage Banks (PMBs), and Microfinance Banks (MFBs), also stated that third party cheques above N50,000 shall not be eligible for OTC payment while extant limits of N10 million on clearing cheques still remains.



The new withdrawal regime which may be targeted at curbing vote-buying as the 2023 elections draw closer, among others, further pegged the maximum cash withdrawal per week via Automated teller Machine (ATM) at N100,000 subject to a maximum of N20,000 cash withdrawal per day, adding that only denominations of N200 and below shall be loaded into ATMs while the maximum amount that can be withdrawn via Point of Sale (POS) terminal was limited to N20,000 daily.

Emotions flow as CDQ shares how OBO’s postponed festival would have looked like

Under normal circumstances, Davido’s A.W.A.Y festival was supposed to take place Yesterday, November 18, 2022, in Atlanta but has now been postponed to 2023.

Rapper CDQ in a message to Davido, shared how the postponed festival would have gone. He, however, stressed that no one could question God.
Someone said: "Na the World Cup performance dey pain me pass. OBO will be back stronger."

In a post via his Instagram, the indigenous rapper said the festival would have been a great show as he sends his love to Davido.

Businessman vows not to allow his child marry anyone from ‘trenches’

A Nigerian man identified as Ronald Nzimora has said he will ensure his child never marries anyone from a struggling family or who lives in a low income neighbourhood.

He stated that he is rich and intends to make it mandatory for his child to marry from the upper-class and not the ‘trenches – which is a street term for lower class.

Ronald added that the opinion of anyone who disagrees with him is not welcome.

Enugu passes anti-open grazing bill

Enugu State House of Assembly Thursday joined other state assemblies in the South East to pass into law the anti-open grazing bill.

The bill which is for a Law to Prohibit Open Grazing, Regulate Cattle Ranching and for Connected Purposes was passed at the House sitting following the consideration of the report of the public hearing, presented by the Chairman, Joint Committee on Agriculture and Natural Resources, Judiciary, Public Petitions, Ethics and Privileges, Youth, Sports and Security Matters, Hon. Amaka Ugwueze.

The House stated that the law to be cited as “Enugu State Prohibition of Open Grazing, Regulate Cattle Ranching and Connected Purposes (HB.7), 2021,” would ensure security and peace in the state.

The joint committee had Tuesday held a public hearing on the bill where residents of the state represented by the traditional rulers, town union leaders, leaders of various groups, bodies and institutions gave the House the support to go ahead with the passage of the bill.

Before the passage of the bill, the House had received and accepted the report from Hon. Ugwueze who said that “all the oral and written submissions received by the committee were in support of immediate passage of the bill,” and dissolved into Committee of the whole House to consider the report alongside the bill, culminating in its third reading and passage.

Speaking after the passage of the bill which is a 16-page document with 36 sections, the Speaker, Hon. Edward Ubosi, emphasised that the bill was not targeted at anybody or group but for the good of the people of the state and others that live in it.

BREAKING news: Buhari replaces two non-career Ambassadors

The Senate President, Ahmad Lawan on Wednesday received a request from President Muhammadu Buhari for the replacement and confirmation of two non-career Ambassadors-designate.

The President set to replace the earlier nomination of Mr. Oboro Effiong Akpabio and Brigadier General Bwala Yusuf Bukar from Akwa-Ibom and Borno State, respectively.

A statement of Ahmad’s spokesperson, Ezrel Tabiowo quoted the letter as saying: “In accordance with Section 171(1)(2)(c) and subsection (4) of the 1999 Constitution as amended, I have the honour to forward for confirmation by the Senate, the appointment of Mr. John J. Usanga and Air Commodore Peter Anda Bakiya Gana (rtd) from Akwa-Ibom and Niger State respectively, as non-career Ambassadors-designate.

“The Senate is kindly requested to recall my earlier submission of Mr. Oboro Effiong Akpabio and Brigadier General Bwala Yusuf Bukar from Akwa-Ibom and Borno State respectively, vide letter dated 17th June 2020, I substitute Mr. Oboro Effiong Akpabio with Mr. John J. Usanga (Akwa-Ibom State). I replace Brigadier General Bwala Yusuf Bukar (Borno State) with Air Commodore Peter Anda Bakiya Gana (Niger State).”

But coming under Order 43 of the Senate Standing Rules, the lawmaker representing FCT in the upper chamber, Senator Philip Aduda, protested the exclusion of a non-career Ambassador from the FCT.

According to him, the only FCT indigene presently serving as a non-career Ambassador in Sierra Leone, Hafiz Obada, was not re-appointed.
“For the ambassadorial nomination for the non-career, nothing has been said about the one for FCT. It has been silent and we have an Ambassador who is already sitting in Sierra Leone, his name is Ambassador Hafiz Obada. We don’t know what becomes of his fate because other states have been told to remain in their stations or they have been re-appointed.

“My issue is that at this time FCT will now lose an Ambassador. It is worrisome to me and the people of the FCT. Sitting here, names have been called for all other states except FCT and we have one.

“Now that particular non-career Ambassadorial slot for the FCT is being taken away from us and is being killed, otherwise we are also entitled to have, and that is what I have consistently said since this list came out.

“So, Mr. President, I hope something can be done to this to help the people of the FCT. We don’t get Ministerial nomination, we don’t get so many of these things, but the small ones that we have are about to be taken away which should not be so”, Aduda said.

Lawan, in his remark, described the lawmaker’s complaint as valid, saying it is constitutional for an indigene of the FCT to be appointed as a non-career Ambassador by the President.

“I sympathize with the FCT but I know there were twelve non-career Ambassadors who were retained. I don’t know if you have an FCT indigene among those twelve, probably you should check that to see if you would see any FCT indigene, but your complaint is very valid.

Lawan said: “What I’m going to advise is maybe we need to take more political action, so that it doesn’t always come like it is an after-thought. The FCT is to be treated like a state, that’s what the Constitution states, so you deserve one like any other state deserves”,.

COVID-19: Edo death toll hits 50 as govt intensifies campaign on measures to protect elderly population

The death toll from coronavirus (COVID-19) in Edo State has climbed to 50, with a total of 1,435 people testing positive for the disease, while 840 persons have been discharged from the state isolation facilities.

Commissioner for Health, Dr. Patrick Okundia, who disclosed this to journalists in Benin City, noted that over 50 per cent of the deaths recorded in the state fall within the age category of 60 years and above, urging residents to be cautious to protect themselves and their loved ones.

While expressing worry over the alarming rate of community spread of the virus, Okundia advised that there was need for residents to take responsibility and support the government’s efforts at containing the pandemic across all communities in the state.

According to him, “Physical distancing, compulsory use of face masks, hand hygiene and other epidemiological safety rules must be strictly followed in order to prevent further spread of COVID-19 and protect the people, especially the elderly, who are most vulnerable to COVID-19.”

The commissioner explained that the state recorded 52 new confirmed cases with 32 tested at the Irrua Specialist Hospital (ISTH) laboratory, while the remaining 20 cases were confirmed at the University of Benin Teaching Hospital (UBTH) laboratory.

Okundia, however, reiterated the need for citizens to present or report themselves through the Edo State COVID-19 toll free response lines following any recent travel from high incidence states or contact with confirmed cases.

He noted, “Two new toll-free lines for COVID-19 response have been introduced by the Edo State Government to strengthen the initial lines from the State Ministry of Health and the World Health Organisation (WHO), distributed at the onset of the outbreak. WAEC examination to begins August 4 - Education Minister

   Minister of State, Education, Hon. Emeka Nwajiuba on his part announced that the West African Examination Council WAEC would be conducting its examinations in Nigeria as from August 4 to 5th September. “WAEC exams will hold from the 4th of August to the 5th of September.

     The Federal Government has advised Nigerians against repeating the mistakes of 1918 when people let down their guards following the ease of the lockdown that was imposed during the Spanish Flu. Let us continue to learn from the history of pandemics by avoiding the mistakes of 1918 when the lockdown was eased and people came out jubilating and romancing the Spanish Flu. “Of recent, we have witnessed a high rate of positive cases especially among people in authority. This has a direct impact on the governance and security of our nation.

It warned that the attitude of Nigerians in the coming days would determine whether there should be a need for another round of lockdown to be imposed in Nigeria.

Chairman of the Presidential Taskforce PTF on COVID-19 and Secretary to the Government of the Federation SGF, Mr Boss Mustapha stated this Monday in Abuja during the daily briefing of the Taskforce.

The PTF also issued COVID-19 guidelines for the conduct of off-season elections in Edo and Ondo as well as by-elections in some states of the Federation. While it warned against complacency, the government added that case fatality has now reduced to 2.2 per cent.

It warned highly-placed individuals against thinking that the virus is a respecter of status, urging them to take responsibility and provide leadership at this time.

The federal government reminded Nigerians that the nation’s airspace would be reopened for domestic flights as from Wednesday, assuring that the filtration mechanism inside the aircraft is topnotch but that passengers would at all time have to be on their facemasks.

Second Lockdown

Boss Mustapha said the Taskforce will not shy away from recommending another lockdown to be imposed on the country. He said; “As to whether we would advise Mr President to consider another lockdown, I have said it here that lockdowns might not be popular but what will happen in the preceding weeks will determine. Madagascar has imposed a lockdown in spite of its herbal cure.

About 39 states in the US because of the Thanksgiving Holiday and their National Day celebration on the 4th of June have begun to see spikes in their figures and the speed with which they were considering the ease of lockdown, a lot of states have slowed down. “We have now isolated 11 local governments. We started with 20 but the with the figures that keep jumping every week, there are now about 11 local governments that we have advised the sub-nationalities to consider precision lockdowns in these areas.

I believe as the days and weeks ahead would present, “I will not be speculative as to what would happen in the future, but we will do everything within our mandate to ensure the safety and the protection of the well-being of the people of Nigeria. If that would require a recommendation of a lockdown, this Taskforce will not shy away from its responsibilities. “We will take that decision.

We will make our recommendations to Mr President who will finally decide but we would first take a decision on our side as members of this Taskforce within the context of the mandate that has been given to us and make that recommendation. But such a decision or advice being taken now would be speculative.

What would happen in the next two to three weeks would determine what would eventually be our recommendation.”

Mustapha told Nigerians that the easing of the lockdown must not be misunderstood to mean that the pandemic was over, explaining that the decision to ease restrictions was necessitated by the need to strike a delicate balance between the safety of lives and livelihoods.

The SGF added that capacity and opportunities for testing have been expanded, with the opening of 40 laboratories and the creation of more testing centres including some certified private sector medical facilities.

He said: “The national response continues to escalate its level of vigilance and monitoring, especially as we ease restrictions in more sectors, including those with potentials for large gatherings and/or interactions between groups of people. We are conscious of the fact that this could be misinterpreted to mean that the war against COVID-19 is over. “Let me emphasise that the decision for further relaxation was cautiously taken by the government to balance lives and livelihood.

Rising global and domestic statistics of cases and fatalities have shown that COVID-19 has not given any relaxation. “Therefore, we cannot afford to slow down and we should never compromise.

We urge that vigilance and care should be exhibited by all Nigerians irrespective of status. This virus does not discriminate and the PTF shall keep sustaining its sensitization messaging”. According to the SGF, the PTF would on Thursday and Friday, be carrying out its mid-term review having crossed the three months or half time threshold of its life span. “This will involve a comprehensive examination of the steps taken, the challenges and charting the way forward”.
Reduced fatality

 Minister of Health, Dr Osagie Ehanire in his remarks noted that case fatality has now reduced to 2.2 per cent. Before now, case fatality was about three per cent. With 28, 711 confirmed cases and 11, 665 discharged, Nigeria’s case-fatality stands at 645 deaths. “Taking the statistics of the month of June alone, a total of 15, 532 cases were confirmed from 74,580 tests, with 303 deaths on record.

This means that just under half of the total fatalities so far recorded, occurred in the single month of June; while we more than doubled the tests done and the number of cases detected. “The reduction in case fatality rate is down to about 2.2 per cent, in line with our plan, going forward. But it also draws our attention to the speed with which COVID-19 is growing, the time it took to double itself, and the reminder that we need to improve on our responses, to continue to strive for the best and prepare for the worse,” Ehanire stated.

According to him, the ministry is working to establish an emergency ambulance system to take patients to relevant isolation and treatment centres.

Military, Politicians greatest violators of aviation protocols

Minister of Aviation, Hadi Sirika urged Nigerians to respect all COVID-19 safety protocols when the airports are reopened, lamenting that those who are likely to breach the protocols are senior government officials.

He said: “President Muhammadu Buhari has approved, and this is a very serious matter for us, and hitherto, big men, especially military men and ministers, members of the National Assembly and the Judiciary are culprits. They have all these their Personal Assistants and retinue of people who are not travelling and they insist that they must take them inside and up to the aircraft. By protocol, this will not be allowed.

They will not be permitted, they will be stopped. “I believe that not because I am the highest guy in the protocol, but within the purview of civil aviation, I should be first to enjoy those services and protocols, but for the last five years, everybody that has seen me at the airports has seen me alone. I do not travel with Personal Assistants, Special Assistants or anybody. “I travel by myself.

I carry my box by myself because when I go out of the country I carry it by myself. So, I do it here as well. For those who are challenged physically, they can go to a certain limit but they will have to cede it and allow portals to assist them and services would also be rendered to diplomats. “The culprits, I insist are ministers, military men, National Assembly and the Judiciary. We have only one encounter in recent history with the police and almost none with the DSS let alone the NIA.

So, these are the culprits. Big men and governors. So, governors please, we will not allow your aides to be in our airports talk more of being in our aircraft.”

DSS Arrests EFCC Acting Chairman, Ibrahim Magu

Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, has been arrested by the Department of State Services, arrested at the Wuse II office of the DSS on Monday afternoon now undergoing the interrogation at the DSS Headquarters in Aso Drive.

He was arrested over allegations that he owns four properties and that he was allegedly transferring funds abroad through a third party.
The DSS in a 2016 report revealed that Magu was living in a N40m mansion.

“Magu is currently occupying a residence rented for N40m at N20m per annum. This accommodation was not paid [for] from the commission’s finances, but by one Umar Mohammed, air commodore retired, a questionable businessman who has subsequently been arrested by the secret service.

“For the furnishing of the residence, Magu enlisted the Federal Capital Development Authority to award a contract to Africa Energy, a company owned by the same Mohammed, to furnish the residence at the cost of N43m.

“Investigations show that the acting EFCC chairman regularly embarked on official and private trips through a private jet owned by Mohammed.

“Furthermore, the EFCC boss has so far maintained a high-profile lifestyle. This is exemplified by his preference for first-class air travels. On 24 June, 2016, he flew Emirate airlines first-class to Saudi Arabia to perform lesser hajj at the cost of N2.9m. This is in spite of Mr President’s directive to all public servants to fly economy class.

DSS report said “Magu has fostered a beneficial relationship with Mohammed who by his confession approaches clients for possible exploitation, favours and associated returns,”
Magu is yet to be confirmed as the substantive chairman of the EFCC despite occupying the position in acting capacity for many years.

Lagos State Government has produced solar-powered kiosks that would ensure easy and effective market access for farmers, agripreneurs and stakeholders in an eco-friendly manner.



Olusanya asserted that the kiosks are potential revenue earners and savers for small businesses, especially farmers with perishable food, as the kiosks would help them keep their businesses open for a longer period than they would have if there was no means of electricity.

She disclosed further that the kiosks, in addition to producing renewable energy, would also dispense clean energy while excess power is distributed through the main grids, thus allowing for charging of other devices such as refrigerators and other gadgets.

We've asked President Buhari to direct the AGF Mr Malami and appropriate anti-corruption agencies to urgently probe allegations that over N300bn of public funds are missing, mismanaged, diverted or stolen, SERAP also urged Abubakar Malami and anti-corruption agencies to  the N300bn said to have been stolen and mismanaged as contained in 2017 reports.

SERAP said: “Any failure to promptly investigate the allegations and prosecute suspected perpetrators would breach Nigeria’s anti-corruption legislation, including the Public Procurement Act, the 1999 Nigerian Constitution (as amended) and the country’s obligations including under the UN Convention against Corruption and the International Covenant on Economic, Social and Cultural Rights to which Nigeria is a state party.”

The letter, read in part: “It would also mean that Nigeria is failing to fulfil the obligations under the covenant to use its “maximum of available resources” to progressively realize and achieve basic economic and social rights, including access of Nigerians to public services and goods like quality education, healthcare, clean water and regular electricity supply, as well as the right to honest public services.”

“SERAP has carefully analysed the 2017 audited report by the AGF and our analysis reveals the following grim allegations of mismanagement, diversion and stealing of public funds, as well as unaccounted-for spending.”

“The Federal Civil Service Commission spent ₦25,856,279.00 on behalf of Federal Ministry of Foreign Affairs to develop online recruitment in April 2014 without any supporting memo from the Ministry of Foreign Affairs, and without due process. Although the project was suspended, the Commission went ahead and paid ₦25,856,279.00 for contract not executed. The AGF recommended the full recovery of the public funds.”

“The Commission granted cash advances totalling ₦8,590,000.00 to 25 officials between February and December, 2016 but failed to retire or account for the money. Also, ₦6,850,000.00 was paid for store items that were never supplied. Another ₦2,619,210.00 was spent without receipts. The AGF expressed concern that the money may have been misappropriated or stolen, and recommended the full recovery of public funds.”

“The former Chairman of the Commission whose tenure of office ended in May 2017 took away with him four vehicles (One Toyota Hilux, one 407 Classic Peugeot, One Toyota Land Cruiser Jeep and One Toyota Corolla) belonging to the Commission, despite the Monetization Policy of Government clearly stating that all vehicles of MDAs belong to the pool, and are not expected to be taken away as part of severance package at the expiration of an officer’s appointment.”

“The Ministry of Foreign Affairs failed to show any receipts for the payment of ₦4,385,230,763.25 between January and December 2016. The Ministry also had no insurance cover for all its motor-vehicles, despite the budgetary allocation of ₦11,805,802.00 for insurance premium. The Ministry spent ₦105,000,000.00 to buy computer consumables, photocopy machine consumables, papers and other store items, contrary to official circular, and without any receipts. The AGF recommended the return of the money to the public treasury.”

“The Ministry also spent ₦72,000,030.00 to improve power supply to the Ministry but the contract for this was not captured in the 2017 appropriation. Despite the purported spending, power supply to the Ministry has not improved. Also, ₦7,520,000.00 was spent by 20 officials to visit 8 out-stations of the Ministry without due process and without any receipts. ₦234,622,718.00 was also spent but remained unretired or unaccounted for. The AGF recommended the full recovery of public funds.”

“The Ministry also paid ₦83,719,500.00 to a company for the rehabilitation and re-integration of released Chibok girls in August, 2017 without any agreement between the Ministry and the contractor, and without any evidence of purchase of the back-to-school materials, and job completion certificate. The AGF recommended the full recovery of public funds.”

“The Ministry also transferred a take-off grant of ₦83,317,257.00 for Consulate-General of Nigeria, Guangzhou to the personal account of the Ambassador of Nigeria in Rome in 2013 to be remitted to Guangzhou. But the money was never remitted to Guangzhou and has remained outstanding till date. The AGF expressed concern that the money may have been diverted and misappropriated, and recommended that the Ambassador of Nigeria in Rome whose account was used be asked to account for the money.”

“The Ministry of Justice disbursed ₦10,460,950,841.00 judgment debt in 2017 without due process. The committee to manage the funds was dissolved after 2013 financial year was not reconstituted as at the time of the 2016 and 2017 appropriations but funds were nonetheless disbursed. Also, ₦32,353,693.00 was spent between March and September 2017 on international travels without approval or evidence of spending. The AGF recommended the full recovery of public funds.”

“At the National Assembly, the House of Representatives spent ₦95,212,250.00 without due process and without any receipts. The National Assembly Management Accounts also showed spending of N673,081,242.14 between April–October 2017 without any documents. The AGF expressed concerns that the money may have been misappropriated and recommended that the Clerk of the National Assembly should fully recover the money and return it to the treasury.”

“The Senate also spent ₦1,364,816,397.95 to renovate a store at the National Assembly but the AGF was denied access to the store and records, thus expressing concerns that ‘public funds may have been diverted for unappropriated purposes.’ The AGF recommended that the Clerk of the National Assembly account for the money.”

“The National Institute for Legislative and Democratic Studies misappropriated ₦67,296,478.00, as payments were made to unknown persons. The AGF expressed concerns that the money may have been diverted and recommended that the Director-General should fully recover the money and return it to the treasury.”

“The Public Complaint Commission spent ₦63,826,941.30 on contract to renovate State offices in Delta, Kwara, Akwa– Ibom, Taraba, Borno, Ekiti and Niger States without due process, valuation certificates, and without receipts. The AGF expressed concerns that the money may have been diverted and recommended the full recovery of public funds.”

“The Federal Ministry of Water Resources spent ₦343,957,350.60 without due process, receipts, and without any evidence of work done or services rendered. Also, ₦14,993,950.00 granted as cash advances to staff was not accounted for. The AGF expressed concerns that the money may be missing and recommended that the Permanent Secretary is made to account for it.”

“The Lower Benue River Basin Development Authority, Makurdi misappropriated ₦42,277,285.50 of contract money for project management. Similarly, the National Agricultural Extension and Research Liaison Services, Ahmadu Bello University, Zaria paid a contractor ₦33,425,000.00 in March 2017 for awareness training but there was no evidence that the contract was executed. The AGF expressed concerns that the money may have been diverted and recommended that the Executive Director should recover and return it to the treasury.”

“The Cross-River Basin Development Authority, Calabar, overpaid a contractor to the tune of ₦10,387,490.00 for construction of Link Road between Cross River and Ebonyi State without any justification. Also, ₦30,616,110.00 was spent for construction of erosion control works at Nguzu but remained unaccounted for. The AGF expressed concerns that the contractor may have received money for project not executed, and recommended that the Managing Director should recover the money and return it to the treasury.”

“The Lake Chad Research Institute, Maiduguri, Borno State failed to account for 2 Nos. Toyota Prado Jeeps which were purchased in 2013 and 2014 with registration No. 45KOIFG for one Jeep but the second Jeep was not registered, and no reason was given for this. The AGF expressed concerns that the Jeeps may have been diverted to private use, and asked the Executive Director to account for the vehicles.”

“The National Water Resources Institute, Mando Road, Kaduna paid ₦84,401,940.74 to a company on 4th May 2017, being 10% payment on the construction of a 2-story building for UNESCO without any existing contract, and without receipts. The AGF recommended the recovery of the money.”

“The Nigeria Hydrological Services Agency, Abuja paid ₦24,800,000.00 into a staff private account for production/prevention of the 2016 annual flood outlook (AFO) and without evidence of services performed. Another ₦31,439,300.00 was paid in September 2016 into the account of another staff for sensitization workshops. The AGF expressed concerns that the money may be missing and asked the Director-General to recover it.”

“The Hadejia – Jama’are River Basin Development Authority, Kano State paid ₦204,893,978.09 to contractors without any receipts. The Nigeria Institute for Oil Palm Research, Benin City, Edo State paid ₦210,921,849.66 and ₦30,010,963.65 without any receipts. Another ₦15,630,050.00 cash advances to staff in 2017 was also not accounted for, as at 2018. The AGF expressed concerns that the money may have been mismanaged and asked the Accounting Officer to recover it.”

“The Federal Capital Territory Administration spent ₦393,254,000.00 to support security agencies without due process and without receipts. Another ₦362,481,173.52 was paid for the procurement of stores locally without due process. The AGF expressed concerns that the money may be missing and asked the Permanent Secretary to recover it.”

“The Ecological Funds Office misappropriated ₦1,257,791,992.86 meant for contract for Canalization and Desilting of OKOKO and Ogbagba Rivers in Osogbo Township, Osun state. There was no evidence that ₦30,000,000.00 meant for compensation to owners of marked-to-demolish structures and economic trees affected by the project, received any payment. The AGF expressed concerns that the money may be missing and asked the Permanent Secretary to recover it.”

“The Office of The Head of The Civil Service of The Federation paid ₦301,984,103.00 for projects without accounting for it. ₦36,641,528.00 was also paid for seminars, conferences and workshops without any receipts. Also, ₦16,096,712.00 was spent on projects not executed. The AGF expressed concerns that the money may have been diverted and asked the Permanent Secretary to recover it.”

“The Federal University of Petroleum Resources, Effurun spent ₦830,267,951.23 as Special Presidential Needs Assessment Phases I and II to the Federal University of Petroleum Resources, Warri for the Construction of Building, Procurement of Laboratory Equipment and Capacity Building/Staff training but the funds were misapplied. ₦190,495.824.75 was approved for a project to construct and furnish workshop and laboratory but the contractor was paid ₦199,324,657.10 and without any evidence of request by the contractor.”

“The University also spent ₦990,621,753.29 to construct and furnish a 3-storey, 4-floor structure Student Residential Building Complex but the contract for the spending was awarded without due process. Also, only a 2-storey, 3-floor building was constructed. Several other infractions are documented in the report. The AGF expressed concerns that the money may have been diverted and asked the Vice-Chancellor to account for it.”

“The National Office for Technology Acquisition and Promotion spent ₦2,270,000.00 for a 2-day workshop but without any receipts. The AGF asked the Director-General to recover the money. The Nigerian Railway Corporation failed to remit ₦122,242,337.63 in taxes to the authorities. The National Power Training Institute of Nigeria (NAPTIN) paid ₦20,569,398.20 for supply of Power System Simulator without evidence of supply. It gave ₦6,187,393.50 as cash advances to 17 officers which remained unaccounted for.”

“The Advertising Practitioners Council of Nigeria paid ₦3,604,000.00 for the services of solicitors without the consent of the Attorney-General of the Federation. Another payment of ₦13,542,822.82 for the completion of machine tools workshop was made without contract agreement or receipts. In total, ₦126,533,197.08 was paid without contract agreement or receipts. The AGF expressed concerns that the funds may have been misappropriated and asked the Managing-Director to recover the money.”

“The National Health Insurance Scheme paid ₦4,931,475,094.63 as cash advances to staff without due process. ₦72,383,000.00 was also supposedly paid for verification exercise but the AGF found no evidence that the verification took place. Another ₦31,478,400.00 was purportedly paid for accreditation of Health Maintenance Organizations (HMOs) but again the AGF found no evidence of this.”

“The National Information Technology Development Agency paid ₦28,525,000.00 to a Security company for the production of procurement manuals for the Agency. 300 copies of the manual were produced although only 5 copies were needed and utilized, with a copy of the manual costing ₦95,083.33. The agency also paid ₦15,842,970.00 printer tonners.”

“There are several other infractions documented in the report, a copy of which can be obtained from the Auditor-General’s office.”

“We request that you take the recommended action within 14 days of the receipt and/or publication of this letter, failing which SERAP will institute legal proceedings to compel your government to act in the public interest.”
